On May 18, 2011 the US Senate sent a letter to NASA Administrator Bolden. The full contents of the letter are found here:

The letter is the first salvo in the Congresses push to get NASA's administrators off their collective toad stools and into the action of compliance with the law.
Charlie Bolden, as NASA Administrator serves at the pleasure of the president, who directs what the administrator will and will not do. NASA as a whole, however, is under the direction of the Congress. The Congress has ordered, by law, that NASA proceed (some five months ago) to build the SLS. Obama, on the other hand, wants it his way- i.e. ObamaSpace, which does not include the SLS. In a very Obama move, he could not get his way with Congress, so he signed the law, then proceeded administrativly, to end-run around it. He has, apparently, directed that NASA's administrators run out the clock and simply stall until the SLS dies. The Congress, however, is wise to this tactic, which they make pretty clear in the letter. Now Charlie, has to present his work to the school masters- and his grade will likely not be high.
The hearings to come, could be a lot of fun.
And NO, the Congress is not "building a rocket." That's clever lie tossed about by many here in cyber space. The fact is that the Congress anticipated the Obama influance, Charlie and Lori's stalling scam and the members were wise enough to place very specific numbers and direction into the LAW. They gave Charlie very little wiggle room- because they knew Obama would shove him through every crack.
