Did ULA bid on COTS-D? If yes, can someone point me to a thread on this subject? It must be on this site somewhere.

ULA didn't bid on any COTS or CRS contract because ULA doesn't build spacecraft. ULA would only be a subcontractor to a bidder.

Well, they could decide expand their product base. Happens all the time in this business.

How about teaming with a spacecraft builder? Did they talk to anyone about this that you know of? ULA could have bid as prime with a spacecraft builder sub. Nothing says the spacecraft builder has to be prime.

I suspect falling out of grace with NASA on CxP contracts had a lot to do with holding them back.
